The Assembly Bill AB2162 compliant 100% affordable, transitional and supportive housing project proposes a total of 66 studio units for affordable and permanent supportive housing, a 1-bedroom manager unit and a Navigation Day Center as a use by right bringing much needed housing and services to the unsheltered population. The project proposes two buildings on the site (Upper and Lower Buildings). The Upper building proposes to house the Fr. Virgil Cardano Center (the “Navigation Day Center”), a homeless services navigation day center, located at grade level along State Street. The Navigation Day Center is proposed to be 7,834 sq. ft. and will provide a variety of amenities including a community room, commercial kitchen, chapel, service provider offices, restrooms, and laundry area. The Upper building also houses (28) affordable studio units, as well as a residential lobby, laundry rooms, a community room, and common outdoor patios.
THE COTTONWOODS - 67 UNIT HOUSING
A Development Plan and Tract Map project utilizing State Bonus Density Law, the project proposes to construct 67 new single-family and duplex homes as rental units comprised of 44-two-bedroom units, 14 three-bedroom units, and 9 four-bedroom units) totaling 105,198 sq. ft resulting in 69 total units (the maximum allowed density utilizing SDBL). The rental units are comprised of 38 single-family dwellings and 29 duplex units.

COTTAGE HEALTH - 100% AFFORDABLE EMPLOYEE HOUSING
A 100% employee owned, deed restricted 44-unit housing project requiring a Specific Plan/General Plan & Zoning Amendment and Voluntary Lot Merger. The proposed project provides a meaningful number of workforce housing units and adds to the “missing middle” housing stock we have all has discussed for decades. As we are all aware, the City and California are in a severe housing crisis. There is an imminent need to not only provide units on the ground but also to provide units that are affordable to Cottage employees.
Cottage Health is aware of their employees’ struggle to afford housing in the Santa Barbara area and near their places of employment. Cottage constructed employee housing with the Bella Rivera project, which has been hugely successful and has served 150 different homeowners since inception. However, due to the income limitations under the City’s affordable housing guidelines it also prices out many employees from qualifying for those units, while also not being able to afford a market rate unit in the community.
Cottage would absorb the costs to entitle, construct and manage the new units. Cottage will deed restrict 100% of the units, allowing each to be occupied by an essential health care worker that serves the community they would live in. This project is not about making profit as a developer, it is solely about providing homes for essential healthcare workers in Santa Barbara.
THE MUSIC ACADEMY OF THE WEST
A magical property and non-profit organization established in Santa Barbara County in 1951 which advanced the development of the next generation of great classically trained musicians. The MAW’s CUP was approved in 2004 and a CUP Amendment was sought to simplify and update the guiding document to create operational flexibility and provide two new employee housing units. The project was approved by the Montecito Planning Commission in 2023, appealed to the Board of Supervisors and the appeal denied and project approval upheld in 2024.
CRANE COUNTRY DAY SCHOOL
A proposed Classrooms Addition seeks to add much needed learning space to the amazing Crane Country Day School campus. A replacement shade structure will continue to provide an outdoor learning and lunching area for students and faculty. Crane has historically operated under its current CUP since 2011 and continues to build out their Master Plan for the campus through the years. I have had the privilege of assisting Crane with their entitlements since the first phase of construction under the new plan, and for the past 14 years.
SATTIN BAJAJ MEETING FACILITY - CUP
Located in Goleta. The Santa Barbara County project proposes a 2,655 sq. ft. meeting facility that unites two distinct goals: creating a space for new kinds of philanthropic and professional engagement on the property and preserving the natural beauty and integrity of the land by building a facility that can be adaptable over time.
After a 25-year career in education working with urban, rural, and suburban school districts across the country and state education leaders serving high-needs students, Rajeev Bajaj and his wife Carolyn Sattin-Bajaj, a tenured faculty member in the Department of Education at UCSB, are focused on creating a community asset that promotes efforts to increase education and economic mobility in Santa Barbara County and beyond. More specifically, the proposed meeting space will be used to host small events dedicated to personal and professional development in the areas of education, innovation, and economic mobility. It will also serve as a hub for their family philanthropy. Serving as a space for small groups of education leaders to gather, collaborate, and receive expert coaching and facilitation in an off-site setting, the Bajaj Meeting Center and the associated activities of their non-profit, The Progress Collective, will advance public education and economic mobility.
FAIRVIEW GARDENS CUP
The Center for Urban Agriculture at Fairview Gardens (“Fairview Gardens”) is seeking a Conditional Use Permit (CUP) to formalize historic activities and operational uses on the 12.23-acre Fairview Gardens farm located at 598 N. Fairview Avenue. The farm provided robust youth and adult educational programs, conducts farming operations, hosts public events, and proposes physical developments consistent with the goals and mission of Fairview Gardens farm and the non-profit Center for Urban Agriculture. In addition to the incredible educational programs, the CUP will provide a total of nine new housing units, 8 of which are dedicated for farm employees. The project is navigating the City of Goleta review and approval process.

SANTA BARBARA VOLLEYBALL CLUB (SBVC)
The proposed SBVC project seeks to provide much needed indoor volleyball recreation for the Santa Barbara community and will seek a Conditional Use Permit in collaboration with the County of Santa Barbara General Services Division. The project is being conceptualized and I look forward to providing updates.
COTTAGE HEALTH CHILD CARE CENTER
A Conditional Use Permit (CUP) is sought for a proposed 6,847 sq. ft. addition to the existing 8,202 sq. ft. child care center. The new structures comprise of a 4,716 sq. ft. ground floor child care center with a 463 sq. ft lobby, and 1,667 sq. ft of second floor office and administration uses. The project received a Community Benefit Community Priority project designation for non-residential square footage by the City Council. The Project provides a public benefit by increasing the child care program from 80 to 160 students. The existing and future child care center serves Cottage Health staff, which has a robust and increased demand for child care services. Presently there are over 100 healthcare workers that include nurses, clinical and support staff on the waiting list. This addition will assist in retaining and recruiting staff who serve our community.
COTTAGE HEALTH MRI ADDITION – SOLVANG
Located in the City of Solvang, the proposed MRI addition will complement the existing Santa Ynez Valley Cottage Hospital. A CUP Amendment is requested to allow a 2,160 sq. ft. Magnetic Resonance Imaging (MRI) addition to the existing 34,040 sq. ft. Santa Ynez Valley Cottage Hospital resulting in a 36,200 sq. ft. Hospital. The existing MRI facilities are located in an outdated mobile trailer and the use will be relocated into the proposed addition facilitating the need for a compliant location and space. The existing mobile trailer’s use will be abandoned and removed, relocated or demolished.
COTTAGE HEALTH NEW MEDICIAL OFFICE BUILDING (CUP, DEVELOPMENT PLAN)
Located in the City of Buellton, the proposed Medical Office Building (MOB) on McMurray Road would provide a ~31,431 sq. ft. Medical Office Building along with associated parking and site hardscape and landscape improvements. The imagined medical office building uses would be a mix of primary care offices and specialty care services including specialty care office suites including cardiac rehabilitation uses, Pacific Diagnostics Laboratory uses, Imaging/X-ray space and an Infusion and Medical Oncology use. Waiting rooms, reception areas complete the floor area as well as primary care office suites for primary care physicians and associated exam rooms, restrooms, reception areas and staff office spaces.
GOLETA VALLEY COTTTAGE HOSPTIAL AMBULATORY SURGERY CENTER (CUP, DEVELOPMENT PLAN, LOT LINE ADJUSTMENT)
Located in Orcutt, the Ambulatory Surgery Center (ASC) is proposed within an existing 12,000 sq. ft. portion of Lot 1 (Commercial 1 Building) of the Orcutt Retail Development, Orcutt Key Site 2. Project. The proposed Santa Barbara North County ASC, LLC will be a multi-specialty outpatient surgery center that will perform multi-specialty surgeries, including but not limited to orthopedic, spine, general, ear nose, and throat, (ENT), pain management, and podiatry surgeries. Ownership of the surgery center will be structured as a joint venture between Cottage Health and individual surgeons. The space plan for the ASC will include 4 operating rooms, 14 preoperative and post-surgical recovery bays, sterile processing, storage, reception/waiting, and administrative areas.
BODGER TRAILS
Meraki Land Use Consulting is assisting the non-profit Lompoc Valley Parks and Recreation Foundation Trails Committee to provide easements though an 82 acre parcel to allow a public trail dedication to the County Parks & Recreation Department.

SEA LEDGE LANE – SLOPE STABLIZATION
City of Santa Barbara slopes stabilization project requiring emergency permitting, Coastal Development Permits and building permits to secure an eroding hillside of a bluff top property using the installation of anchored steel mesh and associated Biological habitat mitigation.
